Kenya has made significant progress in controlling the HIV epidemic especially among adults.The UNAIDS standards for HIV epidemic control (UNAIDS 95-95-95 targets) requires that 95% of all people living with HIV (PLHIV) are diagnosed, 95% of all PLHIV are on treatment and 95% of all PLHIV are virally suppressed. The current UNAIDS 95-95-95 progress among adults is 95-95-90. NASCOP is mandated by the Ministry of Health to provide programming support to ensure the country achieves the set target.

MISSION

To prevent HIV/STI infections and improve quality of life for those infected and affected by providing strategic information, developing policies, guidelines, coordination of partners, provision of quality HIV/STI services in order to mitigate the socioeconomic impact of HIV/STI in Kenya.

VISION

To be a world-class technical institution of excellence in STI and HIV programming.

GOAL

To lead the health-care sector response to HIV, AIDS, and sexually transmitted infections. This involves developing policies and guidelines, coordinating procurement and supply chain management, building capacity, and monitoring and evaluating HIV response.

For over 25 years, NASCOP has been providing technical guidance toward HIV prevention and treatment in the country. As of the end of December 2023, 1,336,234 people living with HIV(PLHIV) were receiving treatment at various facilities across the country. This progress is attributed to the decentralization of HIV services and collaboration among stakeholders, including counties and communities.



NASCOP is a division under the Department of National Strategic Public Health Programs, Directorate of Family Health in the Ministry of Health. NASCOP, led by a Head, has well trained and equipped technical staff distributed across four (4) sections namely:

Through HIV programming, NASCOP contributes to the standardization, quality and effectiveness of HIV services in Kenya,

POLICY FORMULATION

NASCOP collaborates with relevant stakeholders to formulate national policies and strategies for HIV/AIDS prevention, treatment, care and support. These policies provide a framework for guiding HIV programming at various levels of the healthcare system and ensure consistency and coherence in service delivery.

REGULAR UPDATES

NASCOP regularly reviews and updates its normative guidance to reflect emerging evidence, best practices and changes in national and international guidelines. This ensures that HIV programming remains responsive to evolving needs and priorities and that services are delivered in line with the latest scientific evidence and recommendations.

STANDARDS SETTING

NASCOP sets standards for the provision of HIV services, including quality assurance measures and performance indicators.

These standards help ensure the delivery of high-quality, evidence-based care and support to individuals living with HIV/AIDS and those at risk of infection.

GUIDELINES DEVELOPMENT

NASCOP develops comprehensive guidelines and protocols that outline best practices and standards of care for different aspects of HIV programming. These guidelines cover a wide range of topics, including HIV testing and counseling, antiretroviral therapy (ART) initiation and management, prevention of mother-to-child transmission (PMTCT), management of opportunistic infections and support for key populations.

CAPACITY BUILDING

NASCOP provides training and technical assistance to healthcare providers, program managers and other stakeholders on the implementation of normative guidance in HIV programming.

This capacity-building effort ensures that frontline workers are equipped with the knowledge and skills to effectively deliver HIV services in accordance with established standards and guidelines.
